Job Description

The Opportunity

AECOM is looking to identify a highly seasoned Senior Commercial Manager to lead the commercial delivery of major infrastructure and development programmes across Hong Kong and the GBA. This is a strategic leadership role focused on high-value commercial management, complex contract interpretation, and the forensic preparation and negotiation of project variations and claims.

The ideal candidate will bring their industry expertise, primarily from an engineering consultancy environment, with the authority to articulate complex contractual positions to both internal executive leadership and external public-sector stakeholders.

Responsibilities

As this role is in a formative stage, responsibilities may be adjusted to align with business needs:

  • Strategic Claims Leadership: Lead the end-to-end preparation, substantiation, and negotiation of complex project variations and claims for major infrastructure works.
  • Consultancy Scope Management: Provide definitive guidance on consultancy contract boundaries, distinguishing between base scope and "Additional Services" arising from design evolution or revised statutory requirements.
  • Entitlement & Risk Analysis: Critically analyze scope changes, design modifications, and project developments to determine clear entitlement under Hong Kong consultancy and construction contract forms.
  • Forensic & Evidentiary Review: Oversee forensic reviews of project documentation, programme records, and site data to establish a robust, evidence-based foundation for all commercial claims.
  • High-Level Advocacy: Develop and present sophisticated commercial arguments to justify variations, ensuring all submissions are logically structured and contractually sound.
  • Executive Stakeholder Management: Act as the primary commercial point of contact for senior AECOM leadership and lead high-level negotiations with client representatives at Director or Government official levels.
  • Commercial Valuation: Establish and defend the commercial value of variations by applying consultancy fee scales, staff rates, and detailed cost-plus or lump-sum analysis.
  • Operational Integration: Work alongside Operations Directors and Project Controls teams to ensure commercial strategies are integrated into the technical delivery lifecycle.
  • Team Mentorship: Provide expert mentorship to junior quantity surveyors and project teams on contractual interpretation and the commercial implications of project changes.
  • Public Sector Compliance: Ensure strict commercial governance and adherence to technical circulars on projects involving Hong Kong public sector clients.

Qualifications

The following requirements represent the baseline expertise we are looking for in our initial talent pool:

  • A Bachelor’s degree in Quantity Surveying, Engineering, or a related field is a must. Professional chartership (e.g. MHKIE, MICE, MRICS, MHKIS, etc.) is highly preferred
  • 15+ years of relevant experience in the industry, with at least 7 years in a managerial capacity. Work experience in a leading engineering consultancy is highly preferred.
  •  Deep expertise in Hong Kong contract forms, specifically NEC and Design & Build structures.
  • Proven track record in large-scale Hong Kong infrastructure, civil engineering, or land formation projects.
  • Advanced ability to conduct forensic investigation on project delays and contractual entitlement using logical, evidence-based arguments.
  • Exceptional ability to communicate complex matters in English. Proficiency in Cantonese is highly advantageous.
  • Demonstrated experience working with major Hong Kong statutory bodies (e.g., MTRC, CEDD, HyD, WSD, or AAHK).
