Junior Quantity Surveyor

Job Summary

The Junior Quantity Surveyor is a key member of the Quantity Surveying Section in the design center. He supports all quantity surveying activities, including performing quantity take-offs and developing cost estimates, specifications, Bills of Quantities and conditions of construction contracts. The jobholder also support the tendering process, through responding to tender queries related to Bills of Quantities and conditions of contracts, as needed. He participates in the evaluation of contractors’ submission and the preparation of the Tender Analyses Reports.

Key Responsibilities

• Perform quantity take-off from detailed design drawings to enable the development of Bills of Quantities for tender documents
• Periodically contact suppliers to research and obtain unit rates to be used for construction cost estimates
• Closely work with design teams for the preparation of cost estimates at various design stages (e.g. concept design, schematic design, draft final design, tender documents), as needed
• Conduct a unit rate and cost analysis for various design options presented by design teams, as needed
• Support the development of Bills of Quantities in close coordination with Senior Quantity Surveyors, and ensure all key elements are included and comments from relevant design departments are incorporated
• Coordinate with design teams and the Specifications Engineers for the development, consolidation and incorporation of specifications (e.g. outline specifications, performance specifications, detailed specifications)
• Support Senior Quantity Surveyors with the development of conditions of construction contracts
• Support Senior Quantity Surveyors with the consolidation of the final tender documents, as per project requirements
• Develop pre-qualification documents and prepare instructions to tenderers
• Prepare and issue addenda during the tendering stage to address tender queries received from contractors related to Bills of Quantities
• Review contractors’ bid submissions and support Senior Quantity Surveyors with the issuance of Tender Evaluation Reports and post-tender clarifications
• Support Senior Quantity Surveyors with the development of contract documents and conditions of contracts upon project award to contractors
• Support Senior Quantity Surveyors with the evaluation of claims on additional works submitted by contractors or cost estimates for project scope changes, as needed

Qualification, Technical Skills Required to Execute this Role

• Bachelor’s Degree in Engineering
• 1+ years of industry experience in Architecture, Engineering and Planning Industry in a quantity surveying role
• Experience with all aspects of quantity surveying
• Good knowledge of quantity surveying best practices
• Understanding of international engineering standards and codes
• Knowledge of local engineering-related rules and regulations in the Middle East
• Good communication skills 
• Good interpersonal skills
