Description

Costain have won extensive work across the water sector this year to support the AMP 8 investment cycle. We have continued our relationship with Severn Trent Water (STW) in delivering their AMP8 programme with contracts valued up to c.£410m to Costain over 5 years.

The role of Managing Quantity Surveyor is to provide commercial support on projects to ensure that it is procured, delivered within budget and to the highest quality whilst exceeding our customers' expectations.



Responsibilities
  • Lead and develop the efficient and effective management and issue of accurate, timely and compliant notices and correspondence and ensure the compliance of all contractual activities on the project
  • Project day to day guidance, and provide strategic advice to technical and construction staff for matters having significance to the projects, risks and commitments
  • Ensure contractual and commercial risks and opportunities are identified to the Project Director / Commercial Manager and address in a timely manner
  • Maintain registers of variations, delays, extension times and claims, effective and consistent implementation of the Company's commercial policies and procedures
  • Assist with preparation of monthly progress valuations and claims for work completed
  • Liaise with employer commercial & client teams within a collaborative manner to leverage opportunity and optimise the project outturn
  • Produce pre-Contract tender negotiations & reports where necessary 
  • Produce monthly cost reports, accurate and regularly updated forecasts, and contract budget reports to ensure details are appropriately underpinned and robust. This will involve regular visits to site and working with site team and collaborative planning board to ensure that forecast reflects all works required to be undertaken including resources
  • Review value management / value engineering exercises 
  • Prepare, review and complete sub-contract documentation 
  • Prepare & agree final accounts with sub contractors 
  • Be fully responsible and accountable for procurement and management of subcontracts from initial placement of order to final account 
  • Monitor and update procurement plan, sub-contract procurement including analysing commercial comparisons 
  • Proactively liaise with the site team and reconcile weekly plant, material, labour reconciliation against budget 
  • Understand and evaluate entitlements to extensions of time / loss & expense / claims and/or disputes relating to outstanding payments to sub-contractors


Qualifications
  • Significant commercial experience preferably within the Water Sector
  • Experience of NEC form of Contract
  • Increasing knowledge of a variety of forms & options of contracts
  • Have a good understanding and experience of business systems, spreadsheet development, cost analysis, programme evaluation and development, compensation event and/or variations assessment and evaluation
  • Have experience or appreciation of the risk management process for both schedule and cost and the use of Earned Value Management
  • Full Clean Drivers Licence
  • Relevant degree in Quantity Surveying or equivalent and RICS / CMinstCES qualified or finalising qualification 
  • Hold or be nearing completion of Full Membership with RICS / CIECS
