Description

We are seeking an experienced NEC3/4 Quantity Surveyor to join our dynamic team in the UK. As an NEC Quantity Surveyor, you will oversee the delivery of complex construction and infrastructure projects in Airports, ensuring they are executed in accordance with the terms of the NEC contract. The successful candidate will have a proven track record in managing complex projects, ensuring the delivery of quality, on-time, and within budget.



Requirements

Key Responsibilities

  • Contract Administration
    • Administer and enforce the terms and conditions of the NEC contract, ensuring the proper execution of the works by all parties.
    • Act as the main point of contact for all contractual matters between the client, contractors, and stakeholders.
    • Issue relevant notices, instructions, and communications in accordance with the contract.
  • Project Planning and Control
    • Develop and maintain detailed project schedules, ensuring the timely completion of all tasks.
    • Monitor and review progress in line with the contract requirements and resolve delays or issues that may arise.
    • Ensure that resources are allocated efficiently, and that work is progressing according to the project plan.
    • Provide guidance on the interpretation and implementation of the NEC contract, ensuring that the contract is adhered to throughout the project lifecycle.
  • Risk Management
    • Identify potential risks and ensure the development of appropriate mitigation strategies.
    • Proactively monitor risks throughout the project and take necessary action to avoid or manage issues.
    • Collaborate with the project team and stakeholders to address and manage project-specific risks.
  • Cost Management and Budget Control
    • Develop and manage the project budget, ensuring the project is completed within the agreed financial parameters.
    • Evaluate and approve compensation events, variations, and changes to ensure that financial aspects of the contract are properly administered.
    • Track and report financial progress regularly, ensuring transparency and adherence to budget forecasts.
  • Quality Assurance
    • Ensure that all work is carried out in accordance with contractual specifications and quality standards.
    • Regularly monitor the quality of the work performed and address any issues or non-conformities as they arise.
    • Coordinate inspections and audits to ensure compliance with quality requirements.
  • Stakeholder and Communication Management
    • Establish and maintain effective communication channels with all project stakeholders, including the client, contractors, consultants, and regulatory bodies.
    • Organise and attend regular project meetings, ensuring that key issues and progress are communicated clearly.
    • Ensure the delivery of project reports, including status updates, risks, and mitigation strategies.
  • Change Management
    • Oversee the administration of changes to scope, cost, and schedule in accordance with the NEC contract processes.
    • Evaluate and assess compensation events and change orders, documenting and communicating impacts on the project.
    • Issue and respond to Early Warnings in accordance with the contract and project requirements.
  • Dispute Resolution
    • Actively manage and resolve disputes, where applicable, in line with the NEC contract's dispute resolution procedures.
    • Facilitate collaboration and communication between stakeholders to reach amicable solutions where possible.

Key Skills and Qualifications

  • Educational Background: A degree in Construction Management, Civil Engineering, or a related discipline is preferred. Professional qualifications (e.g., RICS, APM) are an advantage.
  • Experience:
    • Minimum of 5 years of project Quantity Surveyor experience, with a proven track record in managing large construction, baggage or infrastructure projects in Airports.
    • Extensive experience working with the NEC contract suite, particularly the role of Project Manager under NEC.
    • A sound understanding of the principles and processes of the NEC contract, including compensation events, early warnings, and contract administration.
    • In-depth understanding of the NEC suite of contracts, particularly NEC ECC (Engineering and Construction Contract).

    • Ability to resolve problems and make sound decisions in high-pressure environments.

    • Knowledge of UK construction law and health and safety regulations.
  • Technical Skills:
    • Proficient in project management software (e.g., MS Project, Primavera P6).
    • Competent with Microsoft Office Suite (Excel, Word, PowerPoint).
  • Collaboration
    • Develop and maintain positive relationships with relevant stakeholders.
    • Proactively work with the wider team to develop and implement commercial processes and solutions.

Desirable Attributes

  • Chartered status or equivalent in a relevant professional body (e.g., RICS, APM, ICE).
  • Previous experience in a Quantity Surveyor role for either public or private sector projects.
  • Strong understanding of risk management, financial controls, and quality assurance.
  • A proactive, solution-oriented approach with a high level of attention to detail.
