Job Purpose

Responsible for the financial management and cost control of construction projects from the initial budget to the final completion.


Major Job Responsibilities and Accountabilities

  1. Prepare detailed cost estimates, feasibility studies, and project budgets for all project disciplines, including civil, architectural, MEP, and ELV works, based on design documents and specifications.
  2. Assist in the preparation of tender documents, bills of quantities (BOQ), and other related procurement materials to solicit bids from contractors and suppliers.
  3. Administer and manage all project contracts, ensuring compliance with terms and conditions and managing all financial aspects.
  4. Identify, evaluate, and negotiate the financial impact of variations, change orders, and claims, and prepare detailed reports for project management.
  5. Evaluate, appoint, and manage subcontractors and suppliers, ensuring all financial obligations and quality standards are met as per the contract.
  6. Apply an in-depth understanding of MEP, ELV, and Architectural drawings and specifications to accurately quantify materials, labor, and services required for these systems.
  7. Maintain accurate records and provide regular cost reports, cash flow forecasts, and final account statements to the project team and management.

Requirements


JOB SPECIFICATIONS


  • Financial Expertise, Knowledge of construction methods, materials, and specific technical systems like MEP and ELV to accurately measure and value work., Contract Knowledge, Proficiency in Microsoft Office applications
  • Bachelor of Construction Management and Quantity Surveying, or a related technical discipline.
  • 3-5 Years experience as Civil Projects Officer


SPECIFIC COMPETENCIES

  • Cost Estimation & Financial Management:
  • Proficiency in preparing detailed and accurate cost estimates, budgets, cash flow forecasts, and final accounts for all stages of a project.
  • Measurement and Valuation
  • Expertise in measuring and valuing completed work on-site, including preparing Bills of Quantities (BOQs), payment certificates, and final accounts.
  • Multi-Disciplinary Expertise
  • strong technical understanding of Civil, MEP, ELV, and Architectural works to correctly interpret drawings, specifications.
