RESPONSIBILITIES (=) MAIN TASKS (+)
The key responsibilities are :
A – Cost Monitoring
- The Contract with the Shipyard was on the basis of re-measurable Bills of Quantities and fixed unit rates. The QS is to monitor and report evolution of quantities re-measurement throughout the duration of the Contract. He needs to review and estimate the impact of all new engineering deliverables, vendor data, site instructions, job confirmation forms, claims from Contractors and other relevant sources.
- The costs estimation is to be input into SBM Cost Monitoring Tools (CART). This is to ensure that estimates are properly captured and maintain tracebility.
- To respond to queries from Managers and cost engineers for the rationale of costs estimates.
- To assist the Cost Engineer to produce month Cost Reports
B – Quantity Re-measurement
- Formulate a Quantity Re-measurements Submission Plan with the Contractor and ensure that the plan is adhered to.
- Receive Quantity Re-measurements from Contractor. Verify, challenge and close out the re-measurements. There shall be no over measurement and double dipping. To request for additional information from engineering and project management team if required.
- Assigning correct cost codes, BoQ line number and units of measurement to the quantities.
- Upload the re-measurements into CART.
- Attend to site measurements as and when necessary
C – Variation Proposals
- Maintain a Variation Proposal Register registering all variation claims from Contractors and the status of resolution of the claims
- Maintain a Job Confirmation Form Register and Site Instructions Register for forecasting of possible future claims
- Receive Variation Proposals from Contractors. Review, evaluate and close out Variation Proposals with Contractor. The review will be subjected to approval of Sub-contracts Manager and Project Manager.
- Elevate any unresolved Variation Proposals to Subcontract Manager and Project Manager for resolution.
- Verify and check time sheets for additional work that are evaluated on daywork basis.

JOB REQUIREMENTS
- University degree or equivalent in a technical/financial discipline, minimum 5 years of experience in the offshore industries in Quantity Surveying, Estimating or Project control
- Fluent in written and spoken English
- Familiar with Microsoft Excel, in particular the pivot table functions
