Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

The Quantity Surveyor/Cost Estimator is responsible for supporting project cost planning, estimating, and cost control throughout all project phases. This role ensures accurate quantity take-offs, and cost analysis. The position also collaborates with project managers, engineers, schedulers, and contractors to maintain accurate project documentation, monitor progress, and support schedule development and evaluation. Proficiency in Bluebeam is preferred for digital take-offs, markup, and document review.

The location of work is in Subic Bay Freeport Zone.

Key responsibilities: 

Cost Estimating & Quantity Surveying

  • Prepare detailed and accurate quantity take-offs, cost estimates, and BOQs using drawings, specifications, and industry standards.
  • Analyze contractor bids, evaluate pricing, and assist in procurement/recommendation of suppliers and subcontractors.
  • Monitor project costs, track variations/changes, and prepare cost reports and progress valuations.
  • Support value engineering exercises and cost‑saving initiatives.

Construction Scheduling Support

  • Assist in reviewing and validating construction schedules (baseline and updates).
  • Monitor progress on site and report variances between planned vs actual.
  • Coordinate with the project scheduler to ensure quantities and cost align with schedule progress.

Documentation & Collaboration

  • Use Bluebeam for digital markup, take‑offs, design reviews, and document control.
  • Prepare reports, cost summaries, change order evaluations, and progress documentation.
  • Collaborate with engineering, procurement, and site teams for technical and commercial alignment.
  • Support project closeout including final quantities, as‑built cost reviews, and turnover documentation.

Qualifications to be successful in the role:  

  • Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, or related technical field.
  • Proven experience as a Quantity Surveyor, Cost Estimator, or similar role in construction projects (vertical or horizontal works).
  • Ability to read and interpret engineering drawings, contracts, specifications, and schedules.
  • Proficiency in construction scheduling concepts (experience with Primavera P6 or MS Project is an advantage).
  • Bluebeam and Plan Swift experience preferred (take-offs, markups, document comparison).
  • Strong analytical, mathematical, and cost analysis skills.
  • Excellent communication and reporting abilities.
  • High attention to detail, accuracy, and documentation discipline.
