Quantity Surveyor / Cost Manager (Ukraine)

The Quantity Surveyor / Cost Manager will be responsible for the preparation of Bills of Quantities (BoQs), engineering cost estimates, and the planning, control, and monitoring of construction project costs and budgets. The role requires strong technical expertise in cost management, market based pricing, and financial control to ensure projects are delivered efficiently, accurately, and in line with contractual and market requirements.

Key responsibilities:

·       Prepare Bills of Quantities (BoQs) and detailed engineering cost estimates based on current market rates.

·       Develop, manage, and control project budgets and cost plans throughout the project lifecycle.

·       Monitor construction costs and expenditures to ensure alignment with approved budgets.

·       Support procurement processes, including bid evaluations, variations, and cost negotiations.

·       Provide cost advice, forecasts, and reporting to project teams and key stakeholders.

·       Ensure cost management practices comply with contractual frameworks, including FIDIC based contracts where applicable.

 Qualifications To be successful in the role: 

• Demonstrated experience in the preparation of BoQs, engineering estimates, and budget control.
• Experience in international engineering costing, particularly under FIDIC contracts, is highly desirable.
• A master’s degree in civil engineering, Architecture, Electrical Engineering, or a related field with a minimum of five (5) years of relevant experience, OR A Bachelor’s degree in the same disciplines with a minimum of seven (7) years of relevant experience.
• Strong analytical and numerical skills
• In depth knowledge of construction market rates and cost structures
• High attention to detail and strong cost control capability
• Ability to work effectively within multidisciplinary project teams
• Strong reporting, communication, and stakeholder engagement skills
