Hire Resolve's client, a leading multidisciplinary infrastructure and consulting services provider known for delivering innovative and sustainable solutions across public and private sectors, is currently seeking a Quantity Surveyor Manager to join their dynamic team.

This is a senior-level opportunity for a driven professional to lead the quantity surveying function across Civil, Mechanical, Electrical, and Utility Infrastructure projects—including meter reading services. The successful candidate will be instrumental in ensuring cost-effective project delivery, managing high-performing teams, and driving continuous improvement in systems, processes, and business development.

Responsibilities

Project & Cost Management:

  • Oversee all cost and commercial aspects of projects from inception to completion.

  • Ensure projects are delivered within budget, time, and quality requirements.

  • Prepare and review cost plans, bills of quantities, and financial forecasts.

  • Manage interim and final payment applications, valuations, and final accounts.

  • Lead post-project evaluations to inform ongoing improvement.

Strategic Growth & Business Development:

  • Provide input on pricing strategies, tenders, and financial risk assessments.

  • Collaborate with business development teams on proposals and bid submissions.

  • Identify cost-saving opportunities through value engineering and procurement methods.

  • Cultivate relationships with clients, suppliers, and contractors.

Team Leadership & Performance Management:

  • Lead and mentor QS staff, fostering a high-performance culture.

  • Coordinate cross-functional collaboration with project managers and engineers.

  • Identify training needs and promote continuous professional development.

Systems, Processes & Compliance:

  • Implement and improve standardized procedures for estimation, reporting, and documentation.

  • Drive efficiency in procurement and cost control systems.

  • Maintain central repositories for contracts and financial data.

  • Monitor budget adherence and ensure compliance with statutory and client standards.

Cultural & Ethical Leadership:

  • Champion organizational values of integrity, accountability, and collaboration.

  • Promote ethical procurement, transparent reporting, and inclusivity.

  • Align departmental goals with the company’s strategic direction and values.

Requirements

Qualifications:

  • Master’s degree in Construction Management or related discipline.

  • Professional registration (e.g., RICS, SACQSP) preferred.

Experience:

  • Minimum of 7 years’ experience in quantity surveying, including at least 3 years in a leadership role.

  • Demonstrated success managing costs on complex infrastructure or construction projects.

Technical Skills:

  • Proficiency in WinQS, CostX, and Microsoft Office Suite.

  • Deep understanding of construction methods, materials, and cost control systems.

  • Knowledge of construction legislation and industry standards.

Behavioural Competencies:

  • Strong leadership, analytical, and communication skills.

  • High attention to detail and resilience under pressure.

  • Ability to foster collaboration and build strategic partnerships.
