Senior Quantity Surveyor

Reporting To: Head of Project Services Section

Location: Construction Site and Project Site(s)

Key Objectives

Involves interfacing, coordinating, and managing EPCC Contractors and Subcontractors to deliver works in compliance with COMPANY specifications, technical, quality, schedule & budget requirements, and in a safe manner. The Onshore Gas Plant 2 (OGP2) is situated within the SISGES development project in Tanjong Kidurong Industrial Park, Bintulu, Sarawak.

Responsible to manage site preparation, earth work all building and civil engineering project costs, from the initial calculations to the final figures. Highly critical in ensuring the financial success of our construction projects.

To work closely with civil, architects, engineers, contractors, and other professionals to manage the project costs and ensure it is completed within the stipulated budget. Essential to the ventures success by providing expert advice on cost management, contract negotiation and procurement. Crucial in ensuring that construction projects are profitable and financially sustainable.

Principal Accountabilities

  • Review of cost estimates, bills of quantities and tender documents induced by contractors.
  • Manage project budgets, including forecasting and monitoring costs.
  • Maintain accurate records and documentation of all project-related costs and financial transactions.
  • Provide expert advice on procurement, risk management and cost-saving measures.
  • Understanding of the Company requirements and quantities take off as per marking and AFC drawings.
  • Prepare BOQ (bill of quantities) by studying specification sheets from the sales team.
  • Identify gaps between BOQ and drawings, specifications and conditions of the contract and taking it for a logical closure.
  • Monitor and control costs throughout the project, identifying cost-saving opportunities.
  • Coordinate with the design team for analyzing architectural and service drawings.
  • Manage the valuation of work done and handle claims and variations.
  • Prepare interim and final valuations, variations and claims of the construction site.
  • Able to read plans, take measurements, compute quantities, and prepare estimates of cost.

Qualification And Experience

  • Bachelors degree in quantity surveying, construction management or a related field.
  • Minimum of 10 yearsexperience in quantity surveying or cost consulting, preferably in the construction industry.
  • Sound knowledge of construction industry practices, regulations, and standards.
  • Proficiency in cost estimation and cost management techniques.
  • Familiarity with contract administration and legal aspects of construction projects.
  • Understanding general contracting, design-build, package contracting, value-based project and loading margins and lumpsum in retail projects.
  • Experience working with AutoCAD and validating quantities from the given drawings.
  • Ability to manage multiple projects simultaneously and prioritize tasks effectively.
  • Strong analytical and problem-solving skills with extraordinary negotiation abilities.
  • Proficiency in relevant software and tools for quantity surveying.

Skills & Competencies

  • Professional membership or certification in quantity surveying or construction management.
  • Experience working on various construction projects, including Oil & Gas constructions.
  • Knowledge of health and safety regulations and environmental standards.
  • Experience with building information modelling (BIM) and quantity take-off software.
  • Familiarity with contract law and construction contracts.
  • Attention to detail and a commitment to delivering high-quality work.
  • Strong project management skills and ability to work under pressure.
  • Microsoft Office Suite, building information/modelling (BIM), and quantity surveying specific software.
  • Possess the ability to work on multiple tasks and must be able to manage and prioritize tasks to meet strict deadlines.
  • Excellent communicating skills in both oral and written English. Ability to effectively communicate with clients and subcontractors.
