Introduction

Total Value Consulting Engineering Group is seeking a highly experienced Estimator/Quantity Surveyor to join our team. This role is assigned to the head office, with primary emphasis on accurate pricing of tender documents, cost estimation, and quantity management during both pre-construction tender stages and full-time construction.

The Estimator/Quantity Surveyor will act as the key cost management representative, ensuring precise tender pricing, competitive bid evaluation, robust cost control, and value for money throughout the project lifecycle.

This position requires a seasoned professional with extensive experience in tender pricing, bill of quantities preparation, and cost management for large-scale, complex water infrastructure projects, particularly civil/mechanical/electrical elements.

Duties & Responsibilities

The Estimator/Quantity Surveyor will be responsible for, but not limited to, the following duties:

Tender Pricing & Documentation (Primary Focus):

  • Lead the preparation, pricing, and finalisation of tender documents, including detailed Bills of Quantities (BoQs), schedules of rates, pricing schedules, and supporting cost breakdowns.
  • Develop accurate and competitive unit rates, composite rates, and lump-sum pricing for civil works, structural concrete, bulk pipelines, earthworks, mechanical installations, and electrical components.
  • Conduct detailed take-offs from drawings, specifications, and design models to ensure comprehensive and error-free quantification for tender pricing.
  • Perform market analysis of material, labour, plant, and subcontractor pricing to inform realistic and competitive tender rates.
  • Coordinate risk pricing, contingencies, preliminaries, and value engineering options within tender submissions.
  • Assist in tender adjudication by evaluating contractor/subcontractor bids, comparing priced BoQs, analysing rates for reasonableness, and recommending preferred tenders based on value for money.

Cost Estimation & Quantity Management:

  • Prepare and update project cost estimates, cost plans, and budgets at various stages, aligning with tender pricing outputs.
  • Measure and value work executed on-site, including re-measurements, variations, and interim valuations for payment certificates.
  • Maintain and update cost databases, benchmarks, and pricing libraries specific to water and wastewater infrastructure projects.

Contract Administration & Valuation:

  • Support contract administration under FIDIC/GCC or similar forms, including assessment of variations, claims, extensions of time, and cost implications.
  • Prepare and certify interim and final payment valuations, ensuring alignment with priced tender documents and contract terms.
  • Monitor project costs against the tendered budget, provide early warnings on potential overruns, and recommend mitigation measures.

Quality & Risk Management:

  • Verify quantities and rates for compliance with specifications, drawings, and tender assumptions during construction.
  • Conduct cost-benefit analyses for alternative materials, methods, or designs to optimise tender pricing and project value.
  • Identify and quantify commercial risks related to quantities, rates, site conditions, or market fluctuations.

Reporting & Documentation:

  • Maintain accurate records of tender pricing data, quantities, measurements, and cost information.
  • Prepare regular cost and tender-related reports for the Project Manager, including variance analysis, cost-to-complete forecasts, and tender evaluation summaries.
  • Manage the final account process, including reconciliation of tendered vs. as-built quantities/rates and handover of complete cost and pricing documentation.

Desired Experience & Qualification

Educational Qualification

  • BSc / BTech in Quantity Surveying or Construction Management (or equivalent).

Experience

  • A minimum of 5 years of post-qualification experience as an Estimator/Quantity Surveyor on large-scale bulk water supply, sewer, and water-retaining structures or similar projects.

Contractual Knowledge

  • Demonstrable experience with tender pricing, bid evaluation, and administration under FIDIC/GCC forms of contract will be highly advantageous

  • Communication: Excellent written and verbal communication skills, with the ability to produce high-quality tender documents, pricing reports, and participate effectively in tender adjudication meetings.
  • Problem-Solving: Proactive, precise, and commercially astute problem-solver, capable of resolving pricing discrepancies, tender anomalies, and quantity disputes.
  • Financial Acumen: Strong skills in competitive pricing strategy, value engineering, risk pricing, and budget optimization.
  • Software Proficiency: Highly competent in quantity surveying and estimating software (e.g., WinQS, Candy, BuildSmart), and standard office applications (particularly Excel for rate build-ups).
