Job title: Quantity Surveyor

The Role
As the Quantity Surveyor, you will be responsible for and take ownership/control of the timely and accurate critically assessed contract reporting on all Capital Projects delivered by the GBEC Group. You will also be responsible for the Management of the Commercial Controls and Contract Reporting within the Capital Projects business and providing guidance and support to the Operations Team in terms of Commercial, Contractual and Financial Management of projects.
Duties and Responsibilities

Contract Administration
- Responsible for cost validation at Tender Handover and Contract Review
- Fully reviewing and highlighting the contract conditions that impact (and may impact) the commercial status of each project prior to project commencement, detailing all risk and key rules to the project delivery team
- Reviewing and commenting on new contracts and facilitating acceptance of the T&Cs by the legal team, and negotiating betterment of terms
- Informing the project delivery team of obligations and relevant T&Cs that will affect the delivery of the project
- Ensuring all Company policies and procedures are strictly adhered to in regard to commercial management of our Clients, including Payment Schedules, applications, certifications, variations, contract notices/conditions, etc.
- Ensuring all Company policies and procedures are strictly adhered in regard to commercial management of our Sub-Contractors, including Payment Schedules, applications, certifications, variations, contract notices/conditions, etc.
- Responsible for vetting Client and Sub-Contractor variations site instructions and then loading them into the Cost Control System in a timely manner, once signed off by PM/CM/CD
- Managing the commercial relationship with Clients
- Producing and managing Monthly cost control reports to the project teams in a timely manner, ensuring information is accurate and challenging the team once returned
- Challenging all ‘Non-recoverable Costs’ in terms of reasons, how and why they have occurred

Project Performance/Management
- Reviewing and issuing Project Actuals to Project Managers for review
- Attending monthly project review meetings and collating relevant information within agreed time frames
- Reviewing application for payments against project costs
- Continually monitoring projected costs to completion in line with budgets with Project Managers, Contract Director and Commercial Director
- Ensuring variations are issued in line with Company requirements
- Monitoring and challenging project expenditure ensuring accuracy
- Producing accurate forecasts of project cost to completion and final account
- Producing, for the senior leadership team, comprehensive monthly Project Reports in regard to all Capital Projects for GBEC Group in line with agreed formats to company timescales with full supporting information and key data

Project Completion/Handover
- Completing Project Gross Margin/Cost reviews
- Carrying out commercial evaluation of all projects post completion
- Responsible for and maintaining accurate records of all retentions for both customers and suppliers ensuring that we release retentions when due and ensuring that any overdue retention due to us is kept to a minimum

KPI’s & Measures
- Producing accurate and comprehensive Monthly Project Reports in regard to the financial reporting of all Capital Projects for GBEC Group ready for consolidation to defined timescales
- Managing the payment cycle process ensuring Applications are sent on time, certificates are received, and invoices raised promptly
- Ensuring all Commercial transactions relating to clients are compliant with all Contract conditions and the relevant Payment Schedules
- Ensuring all Commercial transactions relating to sub-contractors are compliant with all Contract conditions and the relevant Payment Schedules
- Managing the monthly project review process with the Contracts Director ensuring that all deadlines are met
- Supporting the Project Teams to ensure Income Forecasts are kept up to date and reported to Company Directors monthly

Person Specification
Essential
- Detailed knowledge of Construction specific Contract forms
- Substantial previous experience in quantity surveying within a relevant business environment
- Detailed understanding of Contracts, in particular JCT and NEC and their administration
- General contractual and commercial knowledge must be strong
- Experience of working in a senior position
- Strong commercial management and project experience
- Proven ability to build and maintain good working relationships with customers, suppliers and other stakeholders
- Ability to work to tight deadlines and to be process driven and able to multi-task
- Highly result orientated, with a strong drive to deliver and succeed
- Excellent level of attention to detail
- Ability to work well as part of a team (including with wider team members based across various locations) as well as using own initiative
- Excellent communication and interpersonal skills, across various levels
Desirable
- Membership of a relevant professional body and/or relevant professional qualification is desirable, such as RICS/CIOB/RIBA/ICE/CIBS
- Previous experience of Eque2 or similar system

Working Conditions
This role will predominantly be based at our Gloucester office, which is an open-plan office environment. However, you will be required to travel to other offices regularly; and to various site locations around the UK and Europe. You will be working closely and collaboratively with the Project Managers, Contracts Directors, Contracts Managers and Group Purchasing.
