DescriptionThe Anglian Water Strategic Pipeline Alliance (SPA) project currently involves the planning, design and construction of circa 320km of new strategic, large diameter, clean water interconnector pipelines and associated infrastructure across Anglian Water’s region. The SPA Alliance is also taking on responsibility for the future interconnector pipelines, a further 260km of strategic interconnector pipelines and associated infrastructure.
To be the commercial conscious to the integrated delivery team, providing commercial support to both the delivery management and on-site delivery teams. Responsibility to ensure that operations are carried out to control costs, maximising value, minimising future liabilities and maintaining the required standard of quality and safety whilst also ensuring that maximum efficiencies are obtained and full compliance with the Alliance and Anglian Water governance procedures is achieved. All to be done working as part of an integrated delivery team providing commercial challenge and recommending actions to achieve and create an environment of out performance.

Responsibilities
- Assist the estimating team to ensure robust estimates are provided that align to scope and make allowance for risks and opportunities including any necessary analysis, transfer of data to Alliance Procurement system and Cost Base. Ensure there is 360 feedback and learning from actual costs updating the Estimators accordingly.
- Subcontracts are properly prepared & reflect agreed scope. Subcontracts are properly managed in accordance with contract requirements including compliance with all responses to communications, payments, early warnings, compensation events, programme submissions etc., that all contract files are maintained & kept up to date.
- Work closely with the procurement team, Construction Manager and Project Installation Assembly Manager (PIAM) to develop & monitor procurement strategy.
- Ensure that the Alliance Contract is properly administered including timely issue of early warnings, Contractual notices, Owner Controlled Insurance Policy (OCIP) etc., in particular ensure that the Client, CL, PAM and relevant PIAM is kept informed of all relevant commercial issues including contract correspondence and preparing responses where appropriate. Working in collaboration with the Delivery Team to identify implement and monitor efficiency plans throughout the lifecycle of a project or programme of projects to mitigate any increases.Any withheld, disputed, inadmissible or disallowed costs are identified and reported to the CL.
- Any inadmissible costs are not included within the project/programme of projects costs.
- Any other duties as designated by the MQS/SQS or Commercial Lead (CL).
- Actual costs are monitored and assessed against baseline, value of work done, solution cost progress, affordability challenges and final outturn calculations, reporting either weekly or otherwise as agreed with the MQS/SQS whilst observing Alliance governance.
Qualifications
- Thorough understanding of NEC3 forms of contract
- Working in a complex matrix team environment
- Thorough understanding of relevant construction and contract law
- Full UK driving licence
- Relevant professional qualification eg. RIC, CIOB, ICE
- Relevant degree in construction or commercial management
