Quantity Surveyor – Duties and Responsibilities

1. Cost Estimation (Quantities, Measurement, and Variations)

  • Prepare preliminary cost estimates, feasibility studies, and cost plans based on conceptual and detailed designs for Infrastructure and Energy.

  • Prepare Bills of Quantities (BOQ), technical specification, schedules of work, and cost breakdowns in accordance with standard methods of measurement.

  • Perform quantity take-offs from drawings, specifications, CAD or BIM models using manual and software-based methods.

  • Conduct value engineering and value analysis to achieve optimum cost without compromising quality and safety.

  • Conduct price forecasting and inflation adjustments for long‑term projects, and update cost estimates as designs change.

  • Analyze and checking arithmetical accuracy, compliance, and reasonableness of quantities and rates.

2. Contractual, Commercial, and Professional Responsibilities

  • Ensure compliance with contract conditions (e.g., FIDIC, DPWH, NEC) and applicable laws and regulations.

  • Provide advice on cost risks and commercial strategies.

  • Uphold ethical standards, accuracy, and transparency in cost reporting and certification.

3. Specialized Roles (Infrastructure / Government Projects)

  • Prepare Detailed Unit Price Analyses (DUPA) and detailed estimates for roads, bridges, ports, and utilities.

  • Assist in O&M cost estimation and life-cycle costing for infrastructure assets.

  • Ensure compliance with government procurement rules and reporting standards.

4. Software and Tools

  • Use quantity surveying software (e.g., CostX, Planswift, or similar) for BOQ preparation, quantity checking, and cost control.

  • Utilize spreadsheet software (e.g., MS Excel) for cost analysis, rate sheets, cost control sheets, and reporting.

  • Work with AutoCAD and PDF viewers to read and measure from civil engineering drawings, cross‑sections, and alignment plans for roads and highways.

  • With knowledge on MS Project or Primavera in construction planning is an advantage.

5. Others

  • Demonstrates a positive and professional work attitude.

  • Flexible and able to adapt quickly to changes in work priorities as required by the client.

Qualifications:

  • Bachelor’s degree in quantity surveying, Civil Engineering, or a related discipline.
  • Professional license or certification (e.g., Registered Engineer or equivalent) is an advantage.
  • Formal training in cost estimation, contract administration, or project controls.
  • Minimum relevant industry experience in infrastructure or building projects (minimum 5 yrs working experience as QS).
  • Strong knowledge of construction methods, materials, and cost estimates for civil, structural, architectural and MEPS works.
  • Proficiency in cost estimating, BOQ preparation, and financial reporting tools (e.g., Excel, QS software like AUTOCAD Measure, Cost X, Planswift, etc.).
  • Working knowledge of standard forms of construction contracts and variation/claims management.
  • Ability to interpret engineering drawings, specifications, and technical reports accurately.
  • Strong analytical, communication, and coordination skills for working with design teams, contractors, and stakeholder
  • Knowledge in Construction Scheduling is an advantage.
