Job Description


Turner & Townsend is seeking an experienced Senior Cost Manager / Quantity Surveyor to serve as the key, day‑to‑day client interface on a large‑scale, mission‑critical construction program. This role is pivotal in delivering a value‑added cost management service across a portfolio of fast‑tracked, power‑intensive facilities within a major industrial campus environment.

The successful candidate will ensure projects are delivered on time, within budget, and in line with defined governance standards, while navigating complex phasing, utility coordination, and infrastructure‑driven cost considerations.

This is a highly client‑facing role suited to someone comfortable operating independently while also leading and mentoring project teams. You will embed and promote the purpose, values, and vision of Turner & Townsend while delivering consistent, high‑quality outcomes.


Responsibilities

  • Develop, manage, and maintain detailed cost plans and estimates through all design and delivery phases, informed by industry benchmarks, historical cost data, and technical documentation.
  • Establish and manage cost frameworks suitable for campus‑scale, multi‑building developments, including shell construction and associated infrastructure.
  • Produce comprehensive monthly cost reports, executive summaries, cash flow forecasts, and funding data for senior stakeholders.
  • Compile and maintain built cost records to support benchmarking, forecasting, and continuous improvement across the program.
  • Lead procurement strategy development, including packaging, sequencing, and commercial alignment with accelerated construction schedules.
  • Review contractor and subcontractor pricing, validate scope coverage, and lead commercial negotiations to achieve equitable and well‑structured contract outcomes.
  • Manage final accounts and ensure timely, accurate agreement in accordance with contract terms and governance requirements.
  • Own and administer change control processes across the full project lifecycle: review, estimate, negotiate, reconcile, and report cost impacts.
  • Support cost risk analysis, scenario planning, contingency allocation, and commitment tracking aligned with program risk profiles.
  • Monitor and manage post‑contract cost performance, identifying variances and implementing corrective actions where required.
  • Implement and maintain robust cost control systems, including Earned Value Management (EVM) where appropriate.
  • Integrate cost data with schedule, scope, and phasing strategies, working closely with project controls and scheduling teams.
  • Inform engineering and delivery priorities based on cost impact; lead value engineering and cost optimization initiatives without compromising resilience or constructability.
  • Track and report on market conditions affecting construction costs, including labor availability, material pricing, escalation trends, and supply chain constraints.
  • Act as the primary cost management interface for the client, ensuring objectives are met and service excellence is consistently delivered.
  • Prepare and present executive‑level updates, formal commentary on contractor submissions, and revised cost positions as the program evolves.
  • Ensure full adherence to Turner & Townsend Business Management Systems, delivery methodologies, and reporting standards.
  • Mentor and coach junior team members, fostering a high‑performance, collaborative, one‑business culture.
  • Demonstrate strong financial management across commissions, including margin control, monthly fee forecasting, and resource planning.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Qualifications

 

  • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or a related discipline.
  • 5–7+ years’ experience in cost management or project controls on mission‑critical, industrial, or infrastructure‑led projects of medium to large scale.
  • Construction consultancy experience strongly preferred.
  • Solid understanding of MEP‑intensive construction, utility constraints, resilience planning, and campus‑scale infrastructure.
  • Proven expertise in budgeting, financial reporting, cost control systems, and Earned Value Management.
  • Strong background in procurement strategy and commercial management of contractor and vendor agreements.
  • RICS accreditation or active pursuit of certification is advantageous.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Highly analytical, detail‑oriented, and solution‑focused.
  • Proficiency with industry‑standard cost management and reporting tools.
