Introduction

Ilungile Consulting Services, based in Pretoria, is seeking an experienced Quantity Surveyor (Pr. QS) to join our professional team. This is an excellent opportunity for a seasoned quantity surveying professional to contribute to diverse construction and infrastructure projects across all SACQSP project stages.

About the Role

As a Quantity Surveyor, you will provide comprehensive quantity surveying services across all project stages (Stages 1-6), from inception through to close-out. You will work on construction and infrastructure projects, managing cost planning, procurement, contract administration, and financial control to ensure successful project delivery.

This role requires a hands-on professional who can manage multiple projects, provide strategic cost advice, and maintain strong client relationships while ensuring compliance with industry standards and contractual requirements.

Key Responsibilities

Stage 1: Inception

  • Develop project briefs and attend project initiation meetings
  • Advise on procurement policy for projects
  • Define quantity surveyor's scope of work and finalise professional services agreements (PROCSA)
  • Advise on economic factors affecting projects and appropriate financial design criteria

Stage 2: Concept and Viability

  • Agree documentation programmes for projects
  • Review and evaluate design concepts – value engineering
  • Prepare preliminary estimates of construction cost
  • Assist in preparation of financial viability reports/feasibility studies
  • Audit space allocations against initial briefs

Stage 3: Design Development

  • Review documentation programmes
  • Review and evaluate design and outline specifications and exercise cost control
  • Prepare detailed estimates of construction cost
  • Review financial viability reports and audit cost budget estimates
  • Prepare area schedules and advise on space and accommodation allowances
  • Advise on escalation formulae and their implementation

Stage 4: Documentation and Procurement

  • Assist in formulation of procurement strategies for contractors, subcontractors, and suppliers
  • Review working drawings for compliance with approved budget and financial viability
  • Prepare documentation for principal and subcontract procurement including measurement and design of work
  • Draft preliminaries, preambles, and contract conditions
  • Take off quantities and prepare price determination documents, including abstracts, schedules, and pricing
  • Prepare schedules of quantities for engineering works (civil and structural) as required
  • Advise on selection of tenderers
  • Call tenders and/or negotiate prices
  • Evaluate and report on tenders, including clarification meetings
  • Prepare contract documents
  • Advise on different forms of construction contracts (JBCC, FIDIC, NEC, GCC)

Stage 5: Construction

  • Attend site handover and regular site, technical, and progress meetings
  • Prepare schedules of predicted cash flow
  • Provide cost control during progress of works, including advising on proposed variations and alternative construction methods
  • Report on cost variations and contractual issues
  • Adjudicate and resolve financial claims by contractors, subcontractors, and suppliers
  • Prepare valuations for interim payment certificates and reconciliation statements
  • Measure and record site information for final account purposes

Stage 6: Close-Out

  • Prepare and agree final accounts for works
  • Prepare valuations for final payment certificates and reconciliation statements
  • Prepare fee accounts based on appropriate fee scales and conditions of appointment

  • Office management, resource allocation, and budgeting

Minimum Requirements

Qualifications & Registration:

  • BSc or BTech in Quantity Surveying (or equivalent)
  • Professional Quantity Surveyor (Pr. QS) registered with SACQSP

Experience:

  • 8-15 years' post-qualification quantity surveying experience
  • Comprehensive experience across all SACQSP project stages (1-6)
  • Proven track record in construction and infrastructure projects
  • Strong experience in cost management, contract administration, and procurement

Technical Requirements:

  • Valid driver's licence and own reliable vehicle
  • Fluent in English and Afrikaans (written and verbal)
  • Proficiency in WinQS, Dynamix, and MS Project
  • Advanced MS Office skills (Excel, Word, PowerPoint)

Professional Competencies:

  • Thorough knowledge of JBCC, FIDIC, NEC, and GCC contract forms
  • Strong understanding of South African construction industry practices and standards
  • Expertise in cost planning, estimating, and financial control
  • Proven ability in tender documentation preparation and evaluation
  • Experience in contract negotiations and dispute resolution
  • Strong final account preparation and settlement capabilities
