Introduction

The Senior Quantity Surveyor is accountable for the full commercial management of open-pit mining and associated infrastructure contracts — from estimating and tendering through to measurement, valuation, change control, claims and final account settlement. The role protects the organisation’s commercial position through rigorous contract administration, accurate cost forecasting and early identification of commercial risk, while maintaining constructive working relationships with the Employer/Client, Engineer and subcontractors. Position is Site-based — Mpumalanga Highveld Region

Duties & Responsibilities

Key Performance Areas

2.1  Cost Estimating and Budgeting

  • Prepare and review cost estimates for open-pit mining works, including drill and blast, load and haul, waste stripping, ROM handling, haul road construction and maintenance, pit dewatering, bulk earthworks and rehabilitation.
  • Develop and interrogate first-principles rate build-ups covering plant, labour, consumables, overheads and margin, with defensible productivity and availability assumptions.
  • Establish and maintain the project budget against an approved Cost Breakdown Structure (CBS) and Work Breakdown Structure (WBS).
  • Prepare cash flow forecasts and align them to the construction/mining programme.

2.2  Measurement and Valuation

  • Measure works in accordance with the applicable standard method of measurement and the contract Bill of Quantities or Activity Schedule.
  • Compile, submit and agree monthly payment applications, interim valuations and payment certificates within contractual timeframes.
  • Reconcile survey volumes (in-situ, bank and loose measure) with the Survey Department and resolve variances before certification.
  • Value variations, dayworks, rate-only items and provisional sums; agree new or star rates where the contract requires.
  • Prepare, negotiate and settle the final account.

2.3  Contract Administration

  • Administer contracts under NEC3/NEC4 ECC, FIDIC (Red, Yellow, Emerald), GCC 2015 and JBCC forms as applicable to the project.
  • Issue and respond to contractual communications within the periods stipulated by the contract — early warnings, compensation events, notices of claim, instructions, determinations and adjudication referrals.
  • Maintain the contract register, early warning register, risk register and compensation event / variation register.
  • Assess extension of time and prolongation cost claims, including the review of programme impact, delay causation and concurrency.
  • Ensure contractual securities, guarantees, insurances and retention are in place, current and correctly released.
  • Advise the project team on rights, obligations, notice periods and the commercial consequences of proposed actions.

2.4  Procurement and Subcontract Management

  • Compile enquiry documents, adjudicate tenders and prepare recommendation reports.
  • Draft and administer subcontract agreements, ensuring back-to-back alignment with the main contract.
  • Manage subcontractor valuations, variations, claims, set-offs and close-out.

2.5  Cost Control and Reporting

  • Produce the monthly cost report: value of work done (VOWD), cost to date, commitments, accruals, forecast final cost and estimate at completion (EAC).
  • Analyse cost variances against budget, identify root causes and recommend corrective action.
  • Maintain earned value metrics where required and report on commercial risk and opportunity.
  • Present commercial performance to project leadership and, where required, to the client.

2.6  Governance, Risk and Stakeholder Management

  • Ensure compliance with company delegation of authority, procurement policy and internal control requirements.
  • Support internal and external audit, and maintain a complete and auditable commercial record for each contract.
  • Build and maintain professional relationships with the Employer’s Agent, Engineer, Project Manager and subcontractors.
  • Mentor and develop junior quantity surveyors and support their route to professional registration.

Desired Experience & Qualification

Minimum Requirements

3.1  Qualifications

  • BSc (Hons) Quantity Surveying, B.Tech Quantity Surveying or equivalent NQF Level 8 qualification.
  • Registration with SACQSP as a Professional Quantity Surveyor (PrQS) — essential or in progress.
  • MRICS, PMP or a commercial/contract law qualification — advantageous.

3.2  Experience

  • Minimum 8–10 years’ post-qualification quantity surveying experience.
  • At least 5 years in open-pit mining, mining contracting or heavy civil earthworks in a senior commercial role.
  • Demonstrated hands-on administration of at least two of NEC3/4, FIDIC or GCC 2015 on projects of comparable value and complexity.
  • Proven track record in preparing and defending claims, and in negotiating and settling final accounts.
  • Experience working on an operating mine site under an SHEQ-controlled environment.

3.3  Technical Competencies

  • Estimating and measurement software — CCS Candy, CostX, Bluebeam or equivalent.
  • Programming software — Primavera P6 or MS Project, to a level sufficient to interrogate a programme and assess delay.
  • ERP systems — SAP, Pronto, Sage or similar.
  • Advanced MS Excel, including cost modelling and data reconciliation.
  • Sound working knowledge of the Construction Regulations, the Mine Health and Safety Act, and relevant standard methods of measurement.

3.4  Behavioural Competencies

  • Commercial acumen and sound judgement under time and cost pressure.
  • Precision and discipline in record-keeping — contemporaneous records are the backbone of the role.
  • Confident written and verbal communication, including the ability to draft persuasive contractual correspondence.
  • Negotiation and conflict resolution skills, with the ability to hold a position professionally.
  • Integrity, independence of judgement and comfort in escalating unfavourable news early.

4.  Working Conditions

  • Site-based at the operation in the Mpumalanga Highveld Region, with occasional travel to head office and other operational sites.
  • [Roster, e.g. 5/2, 6/1, or FIFO arrangement].
  • Appointment is for a fixed term of 12 months commencing 1 October 2026, with renewal subject to project requirements and performance.
  • Valid Code B driver’s licence.
  • Medical fitness certificate (Red Ticket) and compliance with site induction and PPE requirements.
