Quantity Surveyor

Introduction

The Site Quantity Surveyor is responsible for the comprehensive financial and contractual administration of the construction project at the site level. The primary purpose is to maximize project value and cash flow through meticulous measurement, rigorous sub-contractor management, and the timeous submission of interim payment certificates.

Operating as the commercial heart of the site office, the Site QS ensures that the "Actual vs. Allowable" budget is strictly monitored using CCS (Candy) and Buildsmart. The incumbent must ensure that the firm is paid for every variation and that all sub-contractor liabilities are accurately reflected. The Site QS must maintain an audit trail of measurements and contemporary records to satisfy both the internal leadership and the stringent requirements of external parties as well.

Civil contractor experience is a MUST.

Duties & Responsibilities

KEY JOB OUTPUTS AND ELEMENTS

Output 1: Monthly Valuation & Progress Claims

Ensure the company's cash flow is maximized through accurate and undeniable monthly progress claims.

  • Joint Measurement: Conduct rigorous, on-site measurements of work-done-to-date in conjunction with the Resident Engineer (RE), ensuring zero disputes at the point of submission.
  • Certificate Preparation: Utilize CCS (Candy) to generate detailed monthly payment applications that align perfectly with the Bill of Quantities (BOQ).
  • Supporting Documentation: Compile exhaustive "Back-Up" folders for every claim, including survey data, photographs, and delivery notes.
  • Payment Tracking: Monitor the progress of the certificate through the client’s payment cycle, flagging any delays immediately to the Contracts Manager.

Output 2: Internal Cost Control & CR Reporting

Provide the "Financial Truth" of the project through meticulous cost reconciliation.

  • Buildsmart Management: Oversee the site-level integration of Buildsmart, ensuring all site requisitions, local purchases, and labour costs are allocated to the correct ledger codes.
  • Cost Reconciliation (CR): Prepare the monthly CR report, detailing the "Actual Cost" against the "Value Earned" to identify margin slippage at a component level.
  • Wastage Analysis: Monitor material reconciliations (e.g., theoretical vs. actual concrete/diesel usage) to identify and rectify theft or inefficiency.
  • Budget Forecasting: Provide accurate "Cost-to-Complete" forecasts to the Contracts Manager on a monthly basis.

Output 3: Sub-contractor Commercial Management

Manage sub-contractors to protect the company's margins.

  • Back-to-Back Contracting: Ensure all sub-contractor agreements are drafted with terms that mirror the main contract (FIDIC), protecting the firm from "un-claimable" sub-contractor costs.
  • Payment Adjudication: Review and adjudicate sub-contractor claims with extreme scrutiny, ensuring they only get paid for work that has been verified and approved by the Client.
  • Contra-Charges: Meticulously record and deduct contra-charges for plant usage, safety violations, or rework caused by sub-contractors.

Output 4: Variation Orders & Early Warnings

Identify and capture every deviation from the tender scope.

  • Scope Monitoring: Constantly compare site activities against the Tender Drawings and BOQ to identify "un-measured" work or variations.
  • Notice Issuance: Work with the Construction Manager to ensure notices are issued within the strict contractual time-bars.
  • Rate Negotiation: Develop and negotiate new rates for "extra works" using First Principles, ensuring they are approved before the work is executed where possible.
